If they are really close to it, you don't need so much money to do that.
It is impossible to send money to people to make them go over the limit. I tried it on my old character before I got rid of the money. I tried to send it all to the one account but it would only let me send 1.89 billion credits. then I tried to send more but it wouldn't let me. So don't worry, it can't be done.
