It is with some regret and much sadness that I hereby submit my resignation as Taisho of the Kusari Naval Forces. I hope that I have served the Blue Lagoon with honor, if not distinction.
As my last act of authority, I have, with your permission, promoted Captain Hikaru Sulu, a loyal and honorable member of the KNF, to the rank of Admiral and Taisho of all KNF Forces.
The Flag of Taisho has been transferred to his vessel, which will become the new Flagship of the Kusari Navy, effective immediately.

Subject: General Regulations and Rules of Engagement

The Kusari Naval Forces was created to serve and protect the Emperor's interests, patrol Kusari space, enforce law and order and uphold the honour of the Kusari name.
- All Kusari Military and civilian weapons allowed, regulations allow the mounting of two captured or salvaged weapons regardless of their origin.
- All commonly available shields and hull upgrades are allowed.
- Kusari ships are not using Alien/Nomad technology, replacements are too hard to source.
- Military: Kusari military ships only.
- Trading: Most freighters and transports (Container Transport recommended).
- Routine patrols must be carried out in fighter class ships.
- Capital ships are awarded to individuals at the discretion of High Command and may not be purchased without permission.
- Bretonia space is to be avoided under most circumstances.
See Tau convention document for further details.
- KNF pilots are entitled to scan traders for contraband and demand illegal cargo. Illegal cargo must be destroyed if inanimate or delivered to a base if human. Contraband items includes illegal drugs, captured lawful pilots and pilots belonging to any friendly group or faction.
- KNF pilots may engage traders who refuse to hand over contraband with deadly force.
- Hostile vessels should be given the opportunity to leave Kusari Space and avoid combat if they have not already attacked friendly units. They should be escorted as necessary.
- KNF pilots may engage vessels belonging to factions listed as hostile if they refuse to leave Kusari space or they attack friendly units.
- KNF pilots may engage freelancers listed as hostile (the Kill On Sight list) if they refuse to leave Kusari space or they attack friendly units.
- KNF pilots should render assistance to allies or friendly units under attack within Kusari space.
- Katana members are not allowed to leave Kusari space or one system away unless a member of the regular Kusari Naval Forces asks for assistance.
- KNF pilots are required to act with forethought, dignity and honour at all times.

I have this day completed your order for the new warning transponders for Hiroshima System. I took the liberty of increasing transponder range, and also the visual and audible gain of their signals. IE:

If the increased gain leads to damaged retinas or eardrums, I will adjust accordingly.

Subject: Kusari Battleship disappeared
------------------------------------------------------------
A Kusari Battleship recently disappeared from its construction site in New Tokyo.
Experts saboteurs, infiltrated on the Yokohama Shipyard, managed to disable the station and to gain command of the ship.
As communication systems was down, reinforcements arrived some hours later the event and lost all traces of the stolen ship.
Some internal cameras picked up several jammed images, saboteurs may be affiliated with Bushido.
The transponder of the ship will be surely changed and Intelligence have few data at the moment.
This vessel is not alllowed to enter Kusari Core Systems and must be escorted out, destroyed if refuse to exit.
Use extreme caution when approaching.
