Seriously, the tech chart is worse than worthless. The people who don't RP... still don't RP. The fact that they're flying "normal" ships doesn't make them RP any more - if even they are flying normal ships. A lot of times, they just ignore the tech charts entirely. The people who do RP are restricted more in their RP.

The issue with the tech chart is that it punishes the rule-followers, and the rule-breakers still break the rules. It's a lose-lose situation.

The Outcast ID allows for piracy and Dreadnoughts. Your argument is invalid.

Anywho, what would be better is an IFF limitation system, and generic IDs around the board.

My argument, although invalid, was hardly the point. The point was what someone else said after me, RPers RP despite the chart, and viceversa.

Outcast Guard ID:
* Can escort smugglers
* Can ally with Nomads and Keepers
* Can engage pirates, terrorists and lawfuls within their Zone of Influence
* Can only pirate in a gunboat or smaller (cruisers and battleships may demand allied pilots only)
* Cannot ally with any lawfuls except with Bretonian lawfuls against Corsairs, Gaians and Kusari lawfuls
* Cannot engage Nomads, Wild or Keepers except in self-defence

Allowed ships: Fighters, Freighters, Transports, Slave Liner, Gunboats, Cruisers, Battleships

Probably in order to keep the support hidden.
It brings another issue. All those huge blocks of red cells are a proof of distrust toward official factions. (I won't argue whether it is justified or not).

I can't agree with you to full extent. Example: Ancient art was all about rules and limitations. It was neat, nice, beautiful, aesthetically pleasing.
