I mean, before that, the bounty board stated that they had to either be in the BAF zone of control and refuse to leave, or out of Dublin.

Sometimes stereotype-lancer is just the way to go - it may actually rejuvenate the Mollies and make them actually do the thing they're supposed to be doing - shooting BMM.
Actually that Cannon's statement is, for me, the best thing that happened to Discovery for a while. Seems like Disco suddenly allows for some dynamics after all. I always had the feeling one of the reasons Sprolf left this place was because Igiss and the Dev team shoved that particular armistice demand down his throat. I may be off the mark, but I wouldn't be surprised at the least if that would prove to be the case.
Anyway, time to make/buy a Molly Werewolf (smoke)
