I wont dare comment much because I havent read novaPG story, but it would be hard for me to believe for exemple, Al Quaeda would accept lets say, italian criminals to lead the whole Al Quaeda, right?

As far as I know, it is always possible to join a faction while staying independent.
(Not included are player factions with special IDs, such as the Keepers, NovaPG, Phantoms etc.)
