Of course, they can also allow him to pass. But it's completely their choice. What Dodike is trying to say, I think, is that Liberty players can't be sanctioned for blowing up a ship that claims to be going to Connecticut. Keeping that in mind, it is indeed their courtesy if they will let someone trough or not. Actually, I'll bet my Zoner Whale that if I try to go to Conn on my battleship and Liberty players keep killing me even after I repeatedly tell them I am going directly to Conn, the Liberty players will be sanctioned for harassment. Liberty doesn't control access to Conn. If someone says they are going to Conn, let them go. If they don't go there file a report for ooRP abuse. Its very simple. You prevent people from going there and you become part of the problem yourself. The only option is to make a flhook command that doesn't let you transport things in your hold, or something like that.
