There. Now, apply the lawful factions to the piracy conduct rules and you've greatly cut down on the amount of damage that can be done. Repeatedly pirate the same guy on the spot in your pirate Roc? You'll find that your guns have been transformed by elves into space dust. Repeatedly fine someone on the same spot with your LPI? Same effect. The alert messages that would be generated would actually make cracking down on fine abuse easier than slapping bad pirates. Attention: LPI-Everyman has fined "Dirty.Snuggler" $2,000,000. [LPI / Liberty NPC faction(s) temporarily turns hostile - same effect as shooting an NPC with a cruise disruptor.] A 5 million hard cap means this could be used for petty grievances, or pretending to pay bail. For the really huge fines (I remember people in Liberty stacking up fines of 36 million for one case of smuggling, running, fighting back and killing an officer) the forums would still be the main port of call. The command should probably have a timeout or a loss condition too - if you attempt to dock with anything the fine is failed and the area turns hostile. That would prevent people speed docking on mooring points or docking rings to escape it. If they manage to drop the trade lane behind them with a mine and ditch the officer, they deserve to escape anyway. :P Sometimes you folks just need to give new things a chance. For example, dial back a few months. If someone had suggested the police factions be given a tool that notified them of the actions of every player that utilised trade lanes or jump gates within their House's sphere of infulence, 45% would have screamed impossible! and the other 55% would have bellowed abuuuuuse!
