Problem solved. It's already implemented in a way, since you cannot buy the Rheinland Train (just as an example) without the proper ID. Other ways of limiting it include only permitting one "cash-in" at a given tourist attraction per run. When does a run begin? When you have an empty hold and buy a tourist with an OSC ID. When does a run end? When you have tourists in your hold with an OSC ID and empty your hold.
