When reading the timeline, both the Outcast as well as the Kusari in me start rebelling against it and are smelling a new past forced onto them. That's not how things work. You can't simply claim Kusari did this and that while they actually didn't. Nor can you claim to have killed 20% of the cardamine trade when you actually didn't. That's furthermore not even your decision. Also, Kusari law explicitly forbids private police forces. So if the Kusari government gets to hear of you, you'll be thrown out quite fast. Furthermore you are gaijins, so don't even try to get neutral with the residing semi-lawfuls. I would also assume that a faction dedicating itself not only to combat cardamine trade but slavery aswell would be aware that slaves are used by many more factions. You say you know about Malta? Then you should as well know about Vogtland, Solarius and Isehara. Especially the latter one since the GMG seems to be involved into your project.
