H-fuel is mix of hydrogen, deuterium and helium, together they make very combustible compound, apart from the fact that finding right elements in right proportion is very slim hitting it with any kind of laser would result in BOOM.

I think someone is working on a gas mining mod for Discovery.
As for the topic? I don't see any reason to not buff mining for those two goods as a means to raise activity. Though I also am of the mind that the people in control of Kusari are to blame for its less than par activity, I'm not sure if buffing two commodities will resolve that issue.
Though I'm not sure activity is actually that big of a problem in Kusari.

Not the people, it is RP that is unfortunately vanilla lore so it cant be changed, buffing those commodities could indeed help because for big profit people may in fact be willing to except the fact that Kusari is xenofobic, but deal there regardless because it would pay off.
