This is the second time I have heard of someone of administrator status attacking someone without 'textual' warning. Oh...oh no! The dreaded PvP virus....it has contaminated our administrators.....OH NO! SOMEONE GET THE RP-SERUM!

I'm not saying that you are.
What I'm saying is that players should only go where the NPCs of their faction go, because to me that is your Zone Of Influence.
But thats how I see it, if you don't thats up to you but I'll continue to disagree.

actually i find that statement a little offensive, I may be an ADMIN but as a faction leader i am not an Admin,
i let the boys and girls handle the NovaPG day to day running as a team not a leadership, they all have equal say in how it runs and as they will tell you, when they say Hey Tony that is the wrong way we need to go as NovaPG i say ok what do you guys want.
To get to you point of textual warnings if you are corsairs your dead plain and simple, if a bounty Hunter your dead plain and simple, if you are on our KOS your dead plain and simple.
Now if you are a independent trader/fighter/sorry looking ragtag fleet we give out enough warnings for you to run and hide.
for if we have to chase and god forbid we do, we will chase you to Manhattan from mito/kyoto mark my words the guys in the NovaPG Know i have Admin responsibilities and apart from the 2 sanctions for 2 players, all my boys and girls stay sanction free out of respect for our founders Vtec and NightFall

Because The NovaPG are good and so are the other factions who have their own ID. like the HF/Phantoms/AW.

i wasnt there the night(or was it day? anyway), this incident may have happened. but, i can say one thing. having a go at us, for 'pvp whoring' is something you want to avoid, specially when it comes from someone who cant not break the rules, by f1ing during combat.
now, i can confirm what tony is saying. ive had to tell im off on a couple of occasions, because things were not according to our protocol, and he acknowledged the fact, since he knows i wish the best for the NPG.

actually, you are wrong. why? because the Novapg control chugoku, and sigma 13 being a connecting system to chugoku, makes 13 our ZoI as well. this also means, that it is under our control, and thus we pretty much have a 'monopoly over it', as you put it.

the NPG has been here for a long time, and by personal request to igiss, the NPG id was created for the faction.
the HF dont have their own id tony, only the NPG, keepers, phantoms, and AW have one.
