60 to 57, but never above 60? Sounds to me someone has Force Vertical Sync active for FL. Force vertical sync off (find it in the advanced section of CCC) and try again.
Incidentally, to turn off FLSPEW logging, go into your freelancer.ini file in the /freelancer/exe folder, and look for a line called
"log = $Text, 65536, 8; 65536 means 'don't care' about kind value."
Change to:
"log = $Text, 65536, 0; 65536 means 'don't care' about kind value."
This disables any non-critical logging to FLSpew.

Yeah its still not solved, bounces from 58-61ish FPS...
Its like all these solutions do it for a lil' bit then it recesses...

none of the above solutions worked for me.....so I got a K53sv asus notebook. it got GT 540m 2GB graphic card on it...plus a medium low range business card. I had Major FPS limit on disco(i use business card for Disco)...I mean even with turbo boost...still problem remained . so..today I installed a Windows 8 on it(random idea)...and (downloaded latest NVidia update) and...hit the game in... No FPS lag!
was wondering if game is using Gaming Card but after i made NVidia GPU notification Visible on task bar. fl was not using it. means gaming card wont get affected...and in these battery crap note books....its a Good sign! (NPC lag got extremely Decreased)
checked Cpu usage (core i 5 here) and average of 2.3 / 2.0 Ghz was the result...same as win 7.
I assume something Major makes problem in Win 7 DX versions...which is fixed in win 8.

Or, you could've downloaded SP1 for Win7 and solved it again. It's known that Win7 has issues with DX. So just get yourself a SP1 and you're done.
