Really though - this thing about the Blood Dragons and the Order isn't new. It is a more formal expression of a relationship that has been rebuilding for over a year now.
Order ships used to get shot trespassing through Dragons space. The Dragons positively SEETHED at the sight of these traitors - people who threw their lot in with the Corsairs and Hogosha simply to amass war materials, losing sight of the need for discretion and study.
Then slowly both sides started reaching out to each other again. A few hiccups along the way, but the overall trend has been one of restoration of relationships.
This is just another hiccup along that path.
