It's classified Rheinland Civilian. All Rheinland corporations can use this one. ALG sellpoint was chosen for convenience (everyone can dock there) and the fact that it still had a slot open.

I wonder if it's open use for Rheinland unlawfuls as well, since if i recall it correctly they were green to rheinland civ as well.
