Well the simplest solution is to remove their docking rights without making them red.
Devs can do that. Just ask- the argumentation is good.

Is it against the server rules? No.
Is it against what the Congress would allow? Definately.
Should you screeny it and make an IRP post to the Congress to have them FR5 the offenders? Probably.

I put a thumbtac on my Map of Liberty to indicate the place where I know a pirate base is at everytime one of them leads me to their casa. My map has a lot of holes in it.

Definately know about the junker bases, but they have enough law abiding citizens to avoid usjust removing them... Just.

The unlawful bases are a slightly tricky matter. We've been led right to them enough times by pirates who want to run in circles around rocks that shoot more times than I can count. But saying "ye, we know where they are" then going there with a ton of ships to blow it up isn't something we can really do.

1. You can't blow up bases.
2. It would kinda screw the unlawful factions over.

Instead I tend to take one of the two following approaches (depending on the base). "Yes we know where it is, but it keeps moving." or "yes we know where it is, but it serves as a gateway for our agents to get into the criminal underworld. Blowing it up would mean we lose that ability."
