Zoners. In vanilla there were less than ten thousand. Now there are millions (if you go by Gran Canaria's info card). Osprey, ZBT, Conference, Fearless, Corvo, Aquilon, Nephilim - 7 ships. Baffin, Omicron-74, Omega-49 , Pennsylvania (orginally Zoner controlled) - four entire systems under their sway.
Zoners got a ton of their stuff when the mod was young and trying to attract players so the development team just tossed a bunch of pretty things in to attract people. Didn't matter if it made sense or not.
Other than Zoners? The Nomad factions hands down. Take a look at the player developed lore and it dwarves that of any other faction.

its really Zoners. faction that was trade-recearch one now are richest one and have biggest ship in Sirius. and too many people using Zoners just to trade and not pirated at same time due to ''neutrality''
