Playerbase size has nothing to do with the 'strength' of any House inRP.
And even to factor in the playerbases, the only playerbases that matter are the official factions in Liberty, which are, for the most part quite large, or quite active, or both.
BUT, inRP, the only thing that matters is the lore. Lore wise, if I remember correctly, Liberty is considered the most militarily advanced House in Sirius space.

One could argue that Liberty's only real (I.E: measurable) advantage from a purely military standpoint comes from the fact that during the Nomad war, they weren't running ALL THEIR NAVY against ALL THE SIRIUS unlike a certain other house.
