um, palermo/omicron eta is not outcast guard. Omicron 85 is outcast guard.

there are no guard npcs in omicron eta where the cheetah thruster is sold. It's just a normal outcast base with normal outcast npcs (and corsair npcs i might add).

Palermo is an Outcast defense outpost in Omicron Eta, an active warzone. In RP, it is not a "quick-route" to the Hispanic homeworlds, nor is it a open system for anyone to traverse. I'd love to see big npc battles there, like in Dundee.
Anyway, the Cheetah Thruster should remain Outcast only. It specifically mentions it is only produced by the Outcasts, and it is produced on a defence outpost which outfits Sabre defense wings in Eta.

Yup just outcast, and corsair NPC's. To bad no corsair base. Have both bad boy faction's in same system.
