If so can you actually request to form a faction before all the relevant data is produced, or before the faction is even implemented?
If not I'm fairly certain you can't call dibs.

also, yes I know we have army ranks in there, i did that on purpose because im tired of seeing so many navy ranks.
the proposal is not complete yet, we cant do that until we get more info or 4.85 comes out. We are just making sure no one else claims the faction first.

Proposals cost 500 million, I'm afraid.
There's a reason for this... it's to scare away silly ideas. This idea, may have merit... but... simply calling 'dibs' is a bit much.
If it were up to me, you would have to pay 500 million before being given the right to create a thread in this forum, actually.

Starting to run too early can leave you out of breath for the final sprint. Take your time to build the proposal only with consistent informations. "Being the first to claims" do not make the best proposal, and faction proposals are just what they are : proposal. There is nothing like "claiming a faction". It is not a race or a competition...
What if the RP guideline on the infocard are far from what you expect to RP ? Will you renounce or adjust yourself even if you really dislike such a faction ? Imagine if the l'Aeronavale Gallic is nothing more than a group of nationalist and isolationist soldiers and the Gallic revolutionary army are those who want a "reunion". What will you choose ?

I don't see how we could be annoying you. Given we may have rushed things a bit by making this post now. Most of the ideas were mine, but because of the lack of info I might and probably have deviated from Igiss' Master Plan. In my defence I think I have made up a proper story for this faction. If you choose to reject our proposal now, I can accept that as well. But do know that I will make this proposal again in due time. I just was really looking forward to seeing my ideas worked out and all. I was even planning on making a RP story for the Fleet Admiral, but those are put on hold for now.
