this is not meant to be fueling the "generic gunboat" side - but we have figured out methods to deal with "cross faction" equipment and stuff - and that might make the idea of a civilian gunboat possible again.
one of the reasons why a really civilian GB was hard to do was - that...
- if it was competitive enough with factionized gunboats - even the faction may have picked it - disbanding their own one for the pvp advantage... but
- if it was worse than the factionized one - ppl might have made the usual deals to get the factionized GB in many cases - making the civilian one rather redundant.
but now that we have figured out a method to encourage factionized gear ( generic would also be some kind of a faction ) - it might be possible to at least get around the balance issue.
however - you cannot expect such a ship in 4.86 .... maybe in 4.87 ( the idea is - or the ambition - to make "miniupdates" rather than big ones after 4.86 anyway - but that was kind of the idea after 4.85, too ... so no promise )
