I think the explanation is that Chris Roberts just didn't put it in the game because, quite simply, black people aren't really given any kind of limelight in video games. Or at least back when this game was made.
It's like black people in television, or in movies.

Yep. There were still racial tensions within media back then, more so than today and even today we can still see them.

I wish this was in flood, so I could make the comment:

"Hey, this is like the comment asking why there are no Arabs in Star Trek. Because it's in the future."

But it's not, so I won't....

Okay, now that I've helped perpetuate the racial stereotyping of me that Karlotta likes to put forth, we've seen people of many assorted melanin skin types in both Freelancer and in Disco. What I've read over the years from assorted science fiction stories is that in general, the authors feel that over the centuries, we would all tend to blend more into a more average skin tone that would be reflective of a more Mediterranean skin tone - sort of a blend between typical Asian and Native American.

While there would still, through genetics, be people who would show up with dark blue-black skin (like someone from, say, Cameroon today) or pale white skin with red hair (Irish), those melanin types would be the exception rather than the rule. But they would still exist.

Just as logical as saying since there is no farming there are no black people in the future.
