While I think this is an amazing idea is also crazy and I don't think that the "planetform white collards" would be pleased to heard about such risk task, on the other hand something can be RP about this;
Planetform suggest Bretonia crown to use planetform tech to negotiate with sairs. (in case the crown want to) Perhaps some kind of "you don't attack our convoys nor raid Cambridge, we help you to develop your Planet". Since terraforming is a long project it could be a tool for Bretonia to earn time in front of the incoming Gallic fleet. Of course Planetform can sugest such thing but I think it's bretonia War cabinet that has to chose what to do.
I see the smuggling floragro as a separated thing, that could be done by smugglers, not lawful planetform thus it nod depends of this faction.
