Some factions certainly have it easier than others simply because their function is basically just RP. like TAZ.
I think the first two that come to mind are CW and VWA.
But eh, kind of a pointless question. I've had good roleplay with pretty much all factions at some point, not to mention some of the best RP encounters were with freelancers and indies.
