Your premise is wrong. You can easily be a pirate that pirates on the old Pirate ID, targeting snubs and making a profit that way. Just today I made nearly 500,000 credits worth of ammo by killing one Liberty Navy snub.* Alas, idiocy prevails, and the ID has been changed.

If you want a great pew ID, which the old Pirate ID actually wasn't, you can also look into the indie Coalition one. It lets you kill navy players anywhere. And of course the Outcast one, as you have been looking into as well.

*Yes, I very much think that Somali pirates would pirate and take hostages from any navy, if any of the navies in the area operated in ships and boats small enough to make it viable.

Depending on your side of the Wilde you join really, each is limited to where they can go, but ya, its a closed faction that takes a ton to get into, kinda like K'Hara, and no they don't take mercenaries unless you count Outcasts but that's only upon the wild/nomad request

Pirate ID?

While true, the update to it is about to hamper what one using it can do heavily.

Aside from the Pirate ID, the Outcast ID provides the widest range of ZOI with the most capabilities,

Not really hampering the ID if you actually plan to be a pirate with it.

If you're just looking for Sirius wide PvP, just use a militsry intelligence ID
Or Order ID 8|

To the upper post.

Kempeitai is useless, as you can't initiate combat at the moment. However, you can use Coalition ID.

If you don't care about you being second-to-fire, you can use EVERY PIRATE ID, because you are allowed to be outside your ZoI, BUT you are not allowed to fire first or make demands out of your ZoI.
