No, clustering is a function of the software, not the server. When you hear a clustered server, you are really hearing several servers working together to provide more capability by distributing the workload to Appear as one server. You would need an actual clustered version of the Freelancer server to do that.

My question, though, is whether anyone has looked into a virtual server where we can get more resources by getting a bigger slice of something of the processor instead of needing a dedicated machine? I know that NFO does virtual servers, and they have a datacenter in Frankfurt, Germany. They also have them in multiple places in the US, but I presumed you want to stay in the Euro zone.

The main issue is that Freelancer Server would benefit most from a highly overclocked, ancient single-core CPU.

Finding a system with such a CPU isn't the issue either. Getting DDoS protection on top of that, however, is.

That is why I suggested the virtualization. That way, you get the benefits, in this specific case, of a single core processor even though you are running on a modern multi-core farm. The OS only sees one "processor", which is actually the virtualization software.

As to DDoS protection, NFO is a professional hosting service with multiple data centers. If they don't have it, there is something seriously wrong with their business model.

Finally, they offer a free trial of the service. If it works, you simply formalize the contract. If not, tell them so and walk away. My biggest concern on this is actually cost per month.

(No, I don't work for them {I wish}, or get a finders fee, or whatever other evil thoughts you may have)
