If they don't have english -or- enough english to make themselves understood, I usually leave them alone and go about my business.
Of course you sometime get the situation where they are trying to either;
Get money from you
Pirate you, usually in a pitifully small ship
In those cases I will still normally ignore them, unless they start getting annoying in which case I warn them in no uncertain terms in ENGLISH and then terminate them....with extreme prejudice. :F

Easy yes, but wrong.
Reporting them because they don't know english is NOT a good enough reason in my book, a report is something you do when people break the rules in a fashion that hurts your ability to have 'fun' or to enjoy the game -or- if they are obviously cheating in some fashion.

So you're actually saying I'm completely right, since I didn't say anywhere in my post that I reported them. To the contrary, I said not to report them.
