Meh, only if its really bad..
I usually try and talk it over with people to let them know if they had done something wrong, and if they continue to be ignorant or mouth off to me, then i report.

I have to admit to filing sanction reports. Re-engaging, pirating in a cruiser and ripe language. Calling a 10 yearr old a Mother****** wasn't my idea of an education for him. Still thats 3 or 4 in over a year so I don't think I'm that bad.
I've seen people buying ID's for others, OORP docking, dock raping, attacking low-levels and various other things. I've not reported them because all bar one responded positively when I spoke to them and acted to remedy it.

i only report when they constantly break the rules, or if the rule that was broken really annoys me: like f1ing in combat or while being pirated.

I've seen Praetorians doing missions for Outcasts, Junkers reengaging my Xeno and then going away for 4k to shield recharge, Corsair Cruisers full green docking at Malta, flames, oorp equip, lolliphants, XD's, rolfcopters... But I never report them. Is that a bad thing? I personaly believe they should get rather some kind of a quiz in RP before they get banned from Disco.

I've had to do one, because someone was attacking me silently and never responded to my private chat.
If I reported everything there wouldn't be any time to actually play!
Also I'm surprised i wasn't sanctioned at the start of my disco life, A LPI ID'd, tagged Valkerie in Liberty though someone PMed me and pointed me in the right direction. So I try and do the same, give a little leeway. if they don't respond to education, punishment is the remaining option.

I pretty much never report, i explain rules / customs and usually people are fine with it. Only couple times ive reported anyone was once for an ageira tagged civ id'd advanced train landing on Malta, and then only because when i tried to explain to him why what he did was wrong and how ot fix it, and that were an rp server he got mouthy. Other time was inner faction discipline that a subordinate wasnt listening to me or anyone lese about rules so report away.
Really have to say the so much more cna be accomplished by tlaking ot people instead of saying //OMG totally OORP n00b, imma gonna report you!
or other such claptrap that i have had typed at me. my god i wish you had to have a forum account to play on the server, just so you oculd know whos mouthing off.

I have reported one person. They broke three rules and they didn't deserve to have that Praefect.
What my friends and I do in group chat, hell I don't care. Smilies in system, I RP it like "What is ':D'?" or "He/She has the 'lawl' syndrome", but that sort of thing doesn't need to be reported. Noobs hardly have anything, why sue them for a few Justices on a starflea?
