So addressing primary problem, that nearly every faction is trigger happy towards nomads, it is simply required to make several more "hot" activity hubs around the map. Especially cap missions.

It gets very complicated by that Freeport station!
Also extremely dangerous with the amount of people farming them missions so much so my character was forced out of the enjoyment of it and sticks to Kappa!
I have seen Liberty Navy Teaming up with Outcasts to do those missions and i even got a video because i couldn't believe my RP eyes what was happening..... I fly around the edge spaces doing Junker things and the last thing i wanna see is Liberty Navy way out of their comfort zone flying with one my Unlawful allies just to do nomad missions as an avid Roleplayer that sort of play contradicts itself in my opinion!

Yesterday I saw Order, Core and LSF teaming up and farming right next to FP11, I do wish the missions spawned further away if that's possible.
At some points I barely consider them InRP due to the ludicrous nature of it all.

Spread diversity of mission locations with same income, it will make people stuck in their zone of influence to enjoy grind fest somehow RP-justified, would fix most of problem.

These missions are less profitable and more difficult than missions elsewhere (although you could argue one reason why these caps are there is because it's easier in some foreign capitals like Bismarks than it is in ie Ossies and Makos). It's not about profit, it's about shooting Nomads by any means, through any means.

In both scenarios you have the same outcome: Unpleasant contact with other players, who doesn't care much about others. The difference is just the image of ships shooting at you.
But I'm not saying it's good.
But at some point it's inevitable. There is an exclusive "something" and everyone wants to take a "peace" of it, acting like jerks breaking the rules or acting like jerks but within the rules.
Why not to spread it out in some way or another around the map? Then, Turtle lover would be playin within Rheinland and so on. Without violating server rules, and acting more or less inRP. And they will have at least a couple of reasons to log in, do something with their little Turtle or whatever and so on. And we got some profit- players in game, players doing things in the right way, and players having fun.

Why would you prefer to report people? I would rather have a preventative scenario that stops the issue arising in the first place. I don't really see how ganking is entirely relevant here either, since some of these guys do gank, some of them do not. It doesn't change the fact that they're using ship/ID combos somewhere they shouldn't be. I don't think is about pleasant and unpleasant encounters, it's about seeing something that quite clearly looks very silly somewhere it shouldn't be.
And as I said, the solution to this shouldn't be something that takes away reasons to do things as an Omicron local. Order caps can't go hunting RM NPCs in New Berlin (and they shouldn't). It's better to encourage people to play more parts of the game and diversify, rather than letting a single ID do everything.

I'm not saying to copy Omicron Nom Missions to everywhere. I'm talking about creating activity hubs all around houses. So players preferring playing Rheinland Characters would have something to do within Rheinland and systems around it.

They already do I think. Pretty much each region has good missions for every faction, maybe with the exception of Gallia.
