This is Venator Serapis, contacting you as Navarch Leviathan shifted towards my desk this matter we’re presented with. I’ve reviewed your old documented contract between our two organizations and by discussing with my colleagues, we’ve come forth that there would be no updates whatsoever regarding the existing points.

But.

We’d like to inform you of an addendum regarding the said contract. Especially when it comes to Kansas. Consider the following points as new stipulations in the existing contract:

• The Tuttle Creek Nebula access is restricted and can be accessed only through direct supervision from the Technocracy.
  
  
• Any research, bits of data and information regarding the existing anomalies or future formations inside the Nebula are restricted from external exposure and will be a direct violation of our contract, revoking access to the Nebula. Data is shared exclusively with The Technocracy.
  
  
• You are allowed to conduct your own research and it will be oversighted by the Technocracy.
  
  
• A technocratic element will be present at all times when navigating through the Nebula for research purposes.
  
  
• The Technocracy must be included in choosing which members of the Starfliers are to be sent in the Nebula.
  
  
• Your research data banks need to be fully open to us. In exchange we can provide research assistance.
  
  
• Any information that is upheld regarding Tuttle Creek Nebula and its constituents will result in a direct termination of Starflier access to it.
  

Given these statements, if you are to agree to them, I can personally offer my presence for your activities inside the Nebula.

The requested adjustments have been attached and will be considered as valid going forward.
