Not entirely sure about the DMTNT rule, but it's honestly worth a try. Considering that the only way of causing considerable damage to an enemy is not by killing them but by forcing diplomatic repercussions onto them without much risk, it's probably not the worst to try and give people at least a chance to fight stuff like metagamed meeting interceptions and what not.

This is a very common rule that is applied in many other roleplaying game communities. Here are some examples of how this might work in practice:

this makes it so any/every encounter and RP outcome in favor of the better PVPer/overwhelming numbers with zero consequences for any shit they pull.

we have had long range radios since the dawn of the 1900s on ships, and they got messages out even if zero people survived a wreckage/military attack/sinking
i can assure you in a setting of FTL communication a sinking ship will get messages out.

yeah new technology failed in its infancy, something freelancer FTL communication is not in.

if we didnt have tradelanes and jumpgates that work as receivers/repeaters i'd agree even more.
in the middle of nowhere omicrons/taus/whatever with no lanes and a gate or two, yeah i can see it. we already had rules where you couldnt have RP retaliation for people doing shit in borderworlds because of the idea of communication being spotty out there.
it's a setting where trade ships are charged every individual lane ring for taxes/insurance purposes automatically, on the fly, remotely. every single ship ever failing to get out any sort of communication is just nonsense.
at best this is just a rule that will encourage dogpiling so you will never suffer any RP consequences.

As far as I can tell, this will encourage people to play more true to character. You are not some main character with a God complex that always comes out ahead. Sometimes the best choice of action will be to flee the scene and report to superiors about the incident.

Can the bounties still be claimed with the DMTNT rules? How will it be enforced?

The changes regarding official factions are excellent: now players in the game will decide the affairs of the factions, rather than people who once entered the game in the age of mammoths and still decide how to play for those who are in the game. And it doesn't matter that most of the factions will disappear into oblivion.
As for amnesia, in the world of space technology, information is unlikely to disappear completely, even after the pilot is eliminated. Black boxes have not been abolished.
