Actually 3 seconds is long enough to send a transfer request.
Though to be honest getting a trader with over $200 million on it to pay a lousy $2 or $4 mil fee to leave them alone is fairly hard, 100 mil won't be accepted by anyone.
Sounds to me like you decided on that figure because you know no-one will agree.
