By "never submitted" he means "Given to a dev who was too lazy to add it to the mod and hence forgotten about", like 90% of the other junk around here.

It's related to an issue between Ballzman and I, I believe, but it happened so long ago I don't remember.

it was a pack of 3 ships - they were discussed. but not used in the end. - reasons for that were a slightly below skinning job as far as i remember - and an uncertainty if they d fit into the factions ( or any factions )
however - it was 09 .... things have changed since then.
