Depends on who you run into in Kusari. Sometimes Hogosha, Farmers and Dragons hunt and pirate / kill you. Sometimes you encounter more benevolent Kishiro and even Samura. Not everyone in Kusari is hostile (openly or otherwise) to foreigners.
Overall, I think both are distrusting towards outsiders. Not going to try quantifying / qualifying that distrust and turn it into a clear comparison.
