But as a standard you won't be able to buy tech you don't have permission to use. Which includes Caps on non-guard ID'd ships.

How exactly is this making it easier for the administrators or the players ? You're just gonna end up with more requests on your plate. And we all know how swift you are with those, and imagine that it'll get worse.
