Like the idea Nexus, but being a Junker that's hardly a surprise. Over the 4 years I've played Freelancer I've always looked upon Yanagi Depot as being in essence the Freeport you talk about, being right on the border of Rhineland & Kusari space with strong Corsairs & Outcasts influence to boot. With Sigma-13's abundence of wrecks & worm holes it has proven (even on vanilla servers) to be a natural base for the dodgy and a natural hub of activity.
Now this isn't a dismissal of your ideas, but more a long winded endorsement. What you propose will link Bretonia with the Omega systems and hopefully add to the Junker game what cut-off Trafalgar fails to do. 6 of the 7 bases lie East of Manhattan & this will help balance the faction influence.
I think its a winner.

Cortez and Hudson were also strong possibilities but affter looking really hard at the local commodities I think that bridging Cambridge and Magellan is the way to go.
Imagine this......
I have been able to create a balanced trade route for the mollies. They bring their gold to Totuga and sell it. then they buy Counterfeit software and fly that back home.
Now the corsairs can buy the gold from the Mollies at Tortuga and fly that back to tripoli and return with artifacts to sell.
The Red Hessians have two major bases that they can transfer goods back and forth to Tortuga from.
Those are just examples. None of these routes are "uber" but all completely logical. None of the other locations I searched out logically allows the Outcasts, Corsairs and Red Hessians to be in the same place. They theatrically can be at Yangai but that borders rhiendland. This base will border both Bretonia and Liberty. Also take a moment to imagine how it easy it will be to sneak Nomads to Cambridge. Or how tempting running cardimine or artifacts to liberty will be. Both sides will need to step up the policing. Fun for everyone!
So I really think this system is the way to go. Since every seems to strongly believe that Tortuga would be the best option for a name that is what I will go with.
Now there is a new name problem. What do we call the system? I have tentatively named it Omega-9 in that map but really it is just a bit too far north to be an Omega System. So does anyone have an idea for a name?

Well in keeping with the themes of freelancer Hati works the best.
Here is a rough design of what Tortuga will look like. I used HardCMP to get these then I did a cut and past job.

An RP to explain it's sudden existence would be necessary, I'd say. A massive Junker superplanet doesn't just spawn spontaneously.
