I do support it.
But has to be specific ID's for Specific Bases for ones using it. LPI ID for LPI base ect ect. Then you could do a spectrum of all LI Lawful bases for LPI ID.

Transporting Light Arms with a BPA licence is legit
Without a BPA licence its a criminal offence.
You cannot expect Admin to update the server with these RP licence agreements, so how should this be implemented in game? I guess the trader could get compensation in RP for an inaccurate /lock but its not going to be popular. Also I can't imagine (in this scenario) BPA being overjoyed at shelling out compensation credits to cover the mistake of another.
That said I do like the concept.
Smuggling (as said before) needs a buff
