I think it's a great idea!
Had something similar in my mind but with Spatials.
Organise races, fun flights to weird places, getting killed in weird places n stuff.
Obviously no house police/millitary should get too excited about it. Just some gentlemen and
ladies meeting up in gunboats for a 5 o'clock tea with crumpets, discussing the politics.

Wait until the first gank by House military after those gents and ladies refuse to leave. Then it turns into a hailstorm of Q_Q

They could meet up in the independent worlds. Baffin, Cortez, Bering, Coronado...
