I have a suggestion, and no its not a crazy affect everyone one...
1st violation of F1 rule: punish the player buy removing credits/equipment.
2nd violation: temporary ban for one day.
3rd violation: temporary ban for one week and told if it happens again he will be permanantly banned.
4th violation: If you couldn't tell from above permanent ban.
