I would point out that Pirate activity is low of late, despite the fact that there are a few very good ones about.
My advice, apprentice and fly with others out there to get a firm grip on the fishing skills you need.

Just because you are insulting some anonymous member, does not make it any less insulting.

If he demanded 5m and the cargo in one breath he is fine. If he demanded the cargo, you gave it to him, and then he demanded the 5m (or vice versa) he is breaking a rule, file a report for PvP abuse.
In your situation he made made 1 demand of which was 5m & the cargo. He broke no rules.
