Shizune's route just isn't very well written. The person who wrote it actually admitted to having done a worse job on it because he lost interest in the character partway through, I believe.

Shizune's was ok, but didn't have the pull compared to the other lines.

I am not sure if the comparison is on the depression levels you have afterwards, but I still should admit Shizune's walkthrough was quite good at that.
