I think the Firefly/Serenity Reavers were not formed from a virus, but by a behavior-changing drug which turned 99% of the population into vegetables and 1% into raving lunatics.
So its more the "Rudy Eugene, the face-eating born-again christian of Miami" kinda zombie, who was suposedly also on some sort of drug. Well, his girlfriend says he was under a voodoo curse. I have personally experienced that voodoo actually does work 2 times, so it's probably voodoo.
But the drug thing does makes you think. What if they put that drug in the drinking water of a city?

Reavers are close enough. We could say they were final remnant phantom leftovers or something.
Though we'd need a way to logically explain respawning/suicidal behavior. Otherwise it just becomes another random pvp engagement (where we can just sub 'zombies' for 'rogues' easily). That's already been done.
