In hostile environment you need better approach- look at the Corsairs at Smallwood for example. Bigger groups only can sustain and destroy bases- you need to find one that is suitable to you, if you want base that is not bugged by anyone do zoner one near Grand Canaria, there are already 2-3 such bases, if you want to build in bretonian space because they shot your base down then team up with bretonian enemies- Mollys or Corsairs, you can ignore the Junkers- they are not unlawful faction. In order to continue their ability to do 'business' inside house space, the Junkers not only would be no help establishing an illegal base -in Bretonia- they would be forced to report it or face Breton sanctions. It would make a fine diversion from the Junkers other 'business', as well. "Look officer!
