If that was the case I wouldn't have a valid point, however the AFA isn't neutral to the kusari goverment, it's acting the same as the kusari government, fighting side by side with the KNF as if they are the KNF.

Akumabito, what I think you are misunderstanding is that KNF and AFA have mostly the same enemies, what do you suggest we do? Ignore our enemies just because KNF is fighting them, or KNF shouldnt do thier job because AFA is fighting them?

Just to point out that as the leader of the Golden Chrysanthemums, I completely and wholeheartedly support the AFA and Hogosha supporting/fighting alongside the KNF/KSP against the GC and/or BD. I further consider it completely in-RP to do so.
Note that the GC and the BD, while outwardly appearing to be similar, are actually quite different. You should not encounter any Blood Dragons fighting alongside Bretonia against Kusari, but you will likely encounter GC doing so. While Blood Dragons are in favour of modernising Kusari to some extent, the GC want a complete and total overhaul of everything, but most of all granting women equal status in every respect to men. GC support most foreign corporations (who in return support them, such as Synth Foods and Interspace Commerce). Blood Dragons do not generally like outsiders much, and aren't particularly great friends with the Outcasts, but its more an alliance of convenience than anything else, pretty much like the Order and the Corsairs.
The same goes for the Farmer's Alliance and the Hogosha, to some extent. The Farmer's Alliance are quite isolationist and want to go back to Kusari blocking all food imports and monopolising the food markets again from their farms on Kyushu. The Hogosha are somewhat isolationist but they've kind of sold out to the Corsairs to a large part and are quite dependent on the foreign pirate "house" now, and they are also heavily involved in the trafficking of artifacts. Due to the Hogosha's extremely heavy political influences within the Kusari government and Samura Industries, artifacts have even since become semi-legal (although only the Hogosha are really allowed to legally transport them) due to the pressure/blackmailing leviedby the Hogosha organisation.
Below are the ID proposals for the Hogosha and Farmers Alliance. Note that in the ID Proposals topic here can also be found the Guard versions (read the Guard versions before complaining about the ships restricted in these two sample IDs!) of these IDs:
Farmers Alliance ID Edited
Pilot carrying this ID is a member of the Farmers Alliance.
The Farmers Alliance can:
* Trade
* Scan for contraband and demand cargo
* Attack Synth Foods, Inc. at will
* Participate in lawful and unlawful military operations (with Kusari lawfuls only)
* Engage bounty hunters, mercenaries, freelancers and lawfuls
* Fulfil bounty contracts
* Attack at will any vessel within Kusari territory carrying:
o Food Rations
o Cardamine
The Farmers Alliance are not allowed to ally with lawful forces except:

The Hogosha can:

* Attack Junkers at will within their Zone of Influence
* lawfully transport Artifacts within Kusari
* Participate in unlawful and lawful military operations (with Kusari lawfuls only)
* Engage bounty hunters, mercenaries, freelancers and lawfuls
* Fulfil bounty contracts
* Attack at will any vessel within Kusari territory carrying:
o Cardamine
o Allied pilots
The Hogosha are not allowed to attack Kusari lawfuls or ally with lawful forces except:
* Kusari Naval Forces, Kusari State Police and Samura Industries
* in joint operations against Nomad, Wild and Keeper ID
Allowed ships: Fighters, Freighters, Transports, Gunboats

I believe I am the only one who asks for optional donations to "lobby" the government for the AFA when the KNF are around. I think I'll just stop that bit of RP and log off whenever the KNF are around, that way we'll never play that side of our RP, and everyone can be happy. It seems to be causing far too much confusion for the RP it is worth....

Bacon, I'm sad you feel that way... but I understand why you feel that way, and if thats what you want to do, I'm behind you...but if you don't I'm behind you too. I will still ask for "optional" donations why KNF is in Systems. There is no reason traders shouldnt be paying attention to who is in a system with them.

That's not true at all, my blood dragon character is part of the QC forces, and I'm not the sole BD fighting for Bretonia (although I am the only one who has joined the QC to my knowledge).
Although the war is a bit cold at the moment, Bretonia winning is in the best interest of the Blood Dragons, because Bretonia will want a government installed that favors them, that will allow Bretonia interests to displace the FA and the Hogosha, and will restore the rightful bloodline to the throne.

FA is a difficult faction to play. You have to walk a fine balance between outlaw & lawful. Example: At Kabukicho you can take kill-Kishiro missions, bankrolled by Samura. But take too many and you risk Kishiro becoming red. If that happens you'll have the whole Kusari law against you as well.
Killing foreign traders is ok, especially Bretonians (but then what they are doing in Kusari?)
