A greater deal of people appear to be using /system these days.
Meaning you don't even know how far away they are anymore.

Easy, fix the loldodge
make it impossible to stay alive under concentrated fire for more than X amount of time, no matter what you do.
Will also make armor matter.
P.S. But yeah, that's the whole rebalance of PVP system, not quite a solution to just 1 rules-related problem...
