1.000.000 Power Core with a recharge rate of a heavy Gunboat
200.000 Hull
600 bats/bots
1.500 Cargo
Class 9 Shield
7 Turrets 2 Cruiser Turrets Heavy/Light and the rest GB turrets
another suggestion
600.000 Power Core
250.000 Hull
600 bats/bots
2.000 Cargo
Class 9 Shield
8 Turrets only Gunboat
Still powerful enough to defend itself and fits perfect in the Research Role.

Apologies if this a little beside the point being discussed here, but I tried to suggest something like a civilian research/jumpship, mostly due to the discussion on the use of zoner/military capitals as the only jump capable ships.
However, here it seems the concept is to be like a gunboat equivalent vessel, so perhaps it's not the best case to apply my suggestion.

Wait. Are you guys intending to implement ships that can use Hyperspace Scanner Mk2 while having civillian status, instead of creating proper battleships for each region of the Sirius? Why buff scanning mechanics, they were good enough.
If it gets implemented it will greatly reduce the cost of maintaining a Jumpdrive.

So, lets bring back Military Sirius wide ID as it used to exist, also why not to add civilian battleship. Seriously? Zoners ARE civilians, so I don't "feel not enough of freedom" there, you can pickup Zoner ID with no IFF, at last SRP if you are going to do real research RP and not satisfied with affiliation to Zoners.

Don't worry, yo zoners will not get stripped away from your shiny trigerless ship.... as its originally stated by the OP its meant to not have cap armory so imagine its sort of something simmilar (moreso) to a mixbreed of a salvager and a democritus with SOME increased defensive capabilities nothing less nothing more, an open to all

Seems you don't get it, it's already open to all - Zoners are civilians and ship nohow limited in usage, as Zoner ID allows you o fly almost anywhere you want. And no one may abuse ship anymore with pirate business and go on. I really can't find a reason why need to fix what is working perfectly inRP and OOC.
At last, keep Corvo as it is now, make something lighter for civilians if you want it so badly.

because not all people are eager to be zonerzonerzoner (and i'm one of those). Take it this way, you REALLY think that zonies are the only ones who gets into research and investigation? what about if certain people, for an example, the outcasts, ask you for a research ship for certain projects that are far from zonies neutralship is neutral. Obviously the zonie community would deny such request and here comes the problem, would the outcast leave you unscathed for your denial? absolutely not. So! a vessel as its intended by the OP is the solution, you don't have to lend your shiny ships an then you'll not get angry people that will shoot you for a mere offence

As I remember, Outcasts pretty well used Corvos back in days when techchart allowed in pewpewpew needs against CR and IMG and surprisingly no one wanted to make research RP on it. If you want that research ship for them - it'll should be like liner class-research ship with transport turrets, otherwise same usage as with Outcast Corvos would repeat again. So I think better to create something fresh and new for such ship, based on liner with bigger cargohold and etc.
