This is not an ID to be used by lawfuls only, it can be potentially used by everyone.
Maverick ID sounds best.. Here let me warm you up to the idea..

Why not simply call it;
"Special Dispensation ID;

Spec-Dispensation ID requires its owner to behave EXACTLY as described by the normal Faction ID associated with his/her Tag/IFF. The Spec-Dispensation ID owner is allowed to use a ship/weapon/Tag setup that the normal Faction ID would not allow, but does NOT grant the ID owner the right to behave in any way other than the normal faction ID describes.
