not only you over estimate the amount of KNF players in the server, you over-estimate the amount of Kusari battleships on it. The chance that more than 2 KNF battleships will show up to such event is so low it's near non-existant.

Also, the fighting is in Tau-29, a system that is still part of Kusari in a large part of it. KNF 'not hearing' about it, is not only unlikely, it's literally impossible.

Exiles do not have access to the Battleships. KNF has and GRN has, so it would put Exiles and Council being outnumbered.

One problem with this is that if the two opposing sides gather this way, it would imply they already know of eachother since the beginning and are just preparing themselves for a battle. At this point, if Council and Exiles forces would gather at our jumphole to Roussillon, it would not only suggest that we might have our common shelter that way, but outright reveal the entrance to it, which would then logically conclude the culling of the whole Roussillon system sooner or later. That's something I'd like to avoid.

Proposal: Let's gather at D5 top left corner, approx 10-15k distance from Shinkaku. That's approx mid-way between Nagasaki and Roussillon, and does not risk revealing either.

Furthermore, because of the insufficent defenses of Roussillon, I will rather not use up anything bigger than a Cruiser, and even those in fewer numbers, focusing on fighter and bomber warfare instead, but as it is not in my power, I will not forbid any indies from flying whatever they want.
