That exact idea was suggested several years back, I even submitted an ID for it back when the team was looking to expand the system, back then I suggested the ID be called "hired gun/contract killer/cleaner" but it was shot down. I believe the reason was the purpose of the ID would rob quite a few factions of their primary purpose, to shoot lawfuls.
