The Order does not need to approve. Factions do not need to be consulted before changes are made to their shiplines.
Also, the Order are not important.

It's a balance change. Devs do not consult factions about ship balance, only about changes that would directly affect their roleplay ability. I.e. IFF and ID changes.

In addition, you can roleplay your ship as a carrier without it being a carrier. I do it with my LABC, Mako and Bullhead.

nOm, the Order| HC wanted this and have been in contact with devs for months, even planning to get a new module for it as well. Order| were heavily aware of this, as they asked for it
