I can speak from experience after Volgograd Industries had access to 5kers, Unlawful trading wasn't as bad anymore, still worse than lawfuls but at least acceptable. Definitly +1

To get 5K lower their maximum possible ship class. Easy

Give unlawfuls some 5Kers. Then house police and military factions can ban those transports like they have with the Pirate Train. Then watch house traders get butthurt when the fuzz slaps them with a 10 million credit fine and an escort out of the system for flying a "smuggler vessel".

Maybe the Hessians, Dragons and the Council, but aside from that, I don't see why every unlawful faction should get 5k transports, or none of them.

I've seen this argument any number of times, and it is utter nonsense. The logic that a faction can produce a shipline, but that they cannot field a given class of ships, doesn't make sense.

If the faction was restricted to only using some other line, such as (just an example, don't get your hackles up) Bounty Hunters not having their own line, it would make sense.

Instead, what happens is that personal bias is applied.

I absolutely agree that unlawfuls should not have more than 4.3k. I requested to limit the Outcast ID cargo capacity to 4300 but my request was denied.

I'm not really sure why an Unlawful group would need a 5k transport. Flying around in a more or less unarmed transport seems like a bad idea. What difference does the 700 cargo actually make?

Can mean the difference between making three trips or making two, to earn the same amount of money.
